The Char Dham Yatra biometric registration is mandatory since 2017 and without it, you simply cannot enter the dhams.

Why is Registration Mandatory?
The Uttarakhand government introduced mandatory biometric registration to manage the massive footfall at the dhams — particularly after the 2013 Kedarnath flood disaster which claimed thousands of lives partly because there was no record of who was at the temple. Registration serves three purposes: crowd control (daily limits at each dham), emergency management (authorities know who is in the mountains), and pilgrim safety (medical assistance when needed).
