Yes, at the same fare. Shantikunj is on the Bhupatwala side, which the road reaches first, so it is marginally shorter than the town centre. Are there buses from Dehradun airport to Haridwar?
Not directly from the terminal. You would walk out to the NH-7 highway and flag a Dehradun–Haridwar bus, which costs ₹60 to ₹80 and takes around 90 minutes with stops. With luggage, after a flight, it is a miserable option and almost nobody does it. Shared taxis from outside the terminal charge ₹300 to ₹400 a seat and leave when full.
